Synopsis

Preservation and Access Research and Development grants support projects that address major challenges in preserving or providing access to humanities collections and resources. These challenges include the need to find better ways to preserve materials of critical importance to the nation’s cultural heritage—from fragile artifacts and manuscripts to analog recordings and digital assets subject to technological obsolescence—and to develop advanced modes of searching, discovering, and using such materials. Collaboration is a hallmark of research and development projects. Projects that present advanced models of collaboration, especially among humanities professionals, research scientists, and other technical experts, are welcome. Projects to develop standards or best practices should be guided by advisers representative of the profession.

Objectives

Applicants should define a specific problem, devise procedures and potential solutions, and explain how they would evaluate their projects and disseminate their findings. Project results must serve the needs of a significant number of humanists. Eligible projects include: the development of technical standards, best practices, and tools for preserving and creating access to humanities collections; the exploration of more effective scientific and technical methods of preserving humanities collections; the development of automated procedures and computational tools to integrate, analyze, and repurpose humanities data in disparate online resources; and the investigation and testing of new ways of providing digital access to humanities materials that are not easily digitized using current methods.

NEH especially encourages applications that address the following topics: Digital Preservation: how to preserve digital humanities materials, including born-digital materials; Recorded Sound and Moving Image Collections: how to preserve and increase access to the record of the twentieth century contained in these formats; and Preventive Conservation: how to protect humanities collections and slow their deterioration through the use of sustainable preservation strategies.

Eligibility

U.S. nonprofit organizations are eligible, as are state and local governmental agencies and tribal governments. Individuals are not eligible to apply.

Funding

The maximum award is $350,000 for up to three years. Applicants whose projects focus on at least one of the three areas of special interest noted above—digital preservation, audiovisual preservation, and preventive conservation—may request up to $400,000. Successful applicants will be awarded a grant in outright funds, federal matching funds, or a combination of the two, depending on the applicant’s preference and the availability of NEH funds. Matching funds are released when a grantee secures gift funds from eligible third parties. Although cost sharing is not required, this program is rarely able to support the full costs of projects approved for funding. Synopsis

The Bridging Cultures through Film: International Topics program supports projects that examine international and transnational themes in the humanities through documentary films. These projects are meant to spark Americans’ engagement with the broader world by exploring one or more countries and cultures outside of the United States. Proposed documentaries must be analytical and deeply grounded in humanities scholarship.

Projects are strongly encouraged to demonstrate international collaboration by enlisting scholars based both in the United States and abroad, and/or by working with an international media team. Such collaborations should bring broader cross-cultural perspectives to the proposed topics.

Objectives

The Division of Public Programs encourages the exploration of innovative nonfiction storytelling that presents multiple points of view in creative formats. The proposed film should range in length from a standard broadcast length of thirty minutes to a feature-length documentary.

The Division invites a wide range of approaches to international and transnational topics and themes, such as: an examination of a critical issue in ethics, religion, or history, viewed through an international lens; an exploration of a topic that transcends a single nation-state, with the topic being explored across borders; a biography of a foreign leader, writer, artist, or historical figure; or an exploration of the history and culture(s) of a specific region, country, or community outside of the United States.

Bridging Cultures through Film: International Topics offers two levels of support for documentary films: development and production. Filmmakers can apply for either development or production funding but not for both simultaneously. Bridging Cultures through Film supports only documentary films and not ancillary materials, digital projects, or websites:

Development funds support filmmakers for a wide range of activities that include but are not limited to collaboration with scholars to develop humanities content, research, preliminary interviews, travel, and the creation of partnerships for outreach activities (public engagement with the humanities). Applicants must have obtained the commitment of humanities scholars to serve as advisers to the project prior to applying for a development grant. Projects receiving development funds should culminate in a script and must identify the producer, director, and writer for the production phase. Funds may also be applied to the production of a trailer.

Production funds support filmmakers in various stages of production and post-production. Applicants must submit a script for a production grant. This script should demonstrate a solid command of the humanities ideas and scholarship related to the subject matter. Applicants must have consulted with appropriate humanities scholars about the project and must have obtained their commitment to advise the project.

Eligibility

Eligible are any U.S. nonprofit organization with IRS 501(c)(3) tax-exempt status is eligible, as are state and local governmental agencies.

Cost sharing includes cash contributions to a project by the applicant and third parties, as well as in-kind contributions, such as donated goods and services. Cost sharing also includes gift money raised to release federal matching funds. Although a specific amount or percentage of cost sharing is not required, the sponsor is rarely able to support the full costs of projects approved for funding. In most cases, film grants cover no more than 50-60 percent of project costs.

Projects may be at any stage of development.

Special initiative: Bridging Cultures--The Fellowships program welcomes projects that respond to NEH’s Bridging Cultures initiative. Such projects could focus on cultures internationally or within the United States. International projects might seek to enlarge Americans’ understanding of other places and times, as well as other perspectives and intellectual traditions. American projects might explore the great variety of cultural influences on, and myriad subcultures within, American society. These projects might also investigate how Americans have approached and attempted to surmount seemingly unbridgeable cultural divides, or examine the ideals of civility and civic discourse that have informed this quest. All applications will be given equal consideration in accordance with the program’s evaluation criteria, regardless of whether or not they respond to the Bridging Cultures initiative.

Eligibility

The Fellowships program accepts applications from researchers, teachers, and writers, whether they have an institutional affiliation or not. All U.S. citizens, whether they reside inside or outside the United States, are eligible to apply. Foreign nationals who have been living in the United States or its jurisdictions for at least the three years prior to the application deadline are also eligible.

While applicants need not have advanced degrees, individuals currently enrolled in a degree-granting program are ineligible to apply. Applicants who have satisfied all the requirements for a degree and are awaiting its conferral are eligible for NEH Fellowships; but such applicants need a letter from the dean of the conferring school or their department chair attesting to the applicant’s status as of May 1, 2013.

The sponsor encourages submission of Fellowships applications from faculty at Historically Black Colleges and Universities, Institutions with High Hispanic Enrollment, and Tribal Colleges and Universities.

Funding

Fellowships cover periods lasting from six to twelve months at a stipend of $4,200 per month in outright funds. The maximum stipend is $50,400 for a twelve-month period. Applicants should request award periods that suit their schedules and the needs of their projects. Requesting an award period shorter than twelve months will not improve an applicant’s chances of receiving a fellowship. Recipients may begin their awards as early as January 1, 2014, and as late as September 1, 2015. The sponsor intends to further the humanities along a broad front, supporting projects which address the concerns of the historical "studia humanitatis," a humanistic education rooted in the great traditions of the past; the formation of human beings according to cultural, moral, and aesthetic ideals derived from that past; and the ongoing debate over how these ideals may best be conceived and realized.

Objectives

Eligibility

The Humanities Program is primarily directed to institutions of higher education and humanistic enterprises such as learned societies, museums, and major editorial projects. Synopsis

The Research Library Program concentrates primarily in those areas of its founders’ interests and aims to be fully complementary to the Foundation’s other program areas (i.e., humanities scholarship, performing arts, and Venetian history and culture.

Objectives

The overall objective of the Research Library Program is to improve the ability of research libraries to serve the needs of scholarship in the humanities and the performing arts, and to help make their resources more widely accessible to scholars and the general public. Wherever possible, grants to libraries seek to promote cooperative cataloguing projects, with an emphasis on access to archival, manuscript, and other unique sources; some elements of interpretation and exhibition; scholarly library publications; bibliographical and publishing projects of interest to research libraries; and preservation/conservation work and research.

Eligibility

The geographical concentration is primarily but not exclusively directed toward European and American history and letters, broadly defined. Technological developments that support humanities research and access to humanities resources are also eligible. A limited number of modest grants will also be available for projects related to the history of the book, book culture, printing history, and related programs. Conferences designed to address these issues in collaborative ways and programs formulated to enhance or leverage similar activity by other institutions, consortia, or funding agencies will also be considered.

Funding

Endowment contributions will be considered only in cases where the purpose and benefit of the grants are clearly focused. No grants will be made for building campaigns. As a rule the Foundation does not fund indirect costs as components in its grants. (msw)

Synopsis

Preservation Assistance Grants help small and mid-sized institutions—such as libraries, museums, historical societies, archival repositories, cultural organizations, town and county records offices, and colleges and universities—improve their ability to preserve and care for their significant humanities collections. These may include special collections of books and journals, archives and manuscripts, prints and photographs, moving images, sound recordings, architectural and cartographic records, decorative and fine art objects, textiles, archaeological and ethnographic artifacts, furniture, historical objects, and digital materials.

Objectives

Applicants must draw on the knowledge of consultants whose preservation skills and experience are related to the types of collections and the nature of the activities that are the focus of their projects. Within the conservation field, for example, conservators usually specialize in the care of specific types of collections, such as objects, paper, or paintings. Applicants should therefore choose a conservator whose specialty is appropriate for the nature of their collections. Similarly, when assessing the preservation needs of archival holdings, applicants must seek a consultant specifically knowledgeable about archives and preservation. Because the organization and the preservation of archival collections must be approached in tandem, an archival consultant should also provide advice about the management and processing needs of such holdings as part of a preservation assessment that includes long-term plans for the arrangement and description of archival collections. Small and mid-sized institutions that have never received an NEH grant are especially encouraged to apply.

Eligibility

U.S. nonprofit organizations are eligible, as are state and local governmental agencies and federally recognized Indian tribal governments. Individuals are not eligible to apply. Only one application for a Preservation Assistance Grant may be submitted annually by an institution, although distinct collecting entities of a larger organization may apply in the same year, such as the library and museum of a university or two historic sites within a historical society.

Grants of up to $6,000 will be awarded. All grants are awarded for a period of eighteen months, although a grantee may complete a project in a shorter period of time. Cost sharing is not required in this program. If eligible expenses are more than $6,000, an applicant may cover the difference and show this as cost sharing in the project’s budget. Synopsis

The sponsor seeks qualified scholars to conduct research in the John W. Kluge Center using the Library of Congress collections and resources for a period of up to eleven months.

Objectives

The sponsor especially encourages humanistic and social science research that makes use of the Library's large and varried collections. Interdisciplinary, cross-cultural, or multi-lingual research is particularly welcome. Among the collections available are the world's largest law library and outstanding multi-lingual collections of books and periodicals. Deep special collections of manuscripts, maps, music, films, recorded sound, prints and photographs are also available.

Eligibility

Scholars who have received a terminal advanced degree within the past seven years in the humanities, social sciences or in a professional field such as architecture or law are eligible. Exceptions may be made for individuals without continuous academic careers. Applicants may be U.S. citizens or foreign nationals. Upon selection, and in accordance with relevant visa regulations, foreign nationals will be assisted in obtaining the appropriate visa. To meet the minimum eligibility requirements, the degree must be formally awarded by the deadline date.

Funding

Up to ten Kluge Fellowships will be awarded annually by the Library of Congress. Fellowships are tenable for periods from six to eleven months at a stipend of $4,200 per month for residential research at the Library of Congress. The constraints of space and the desirability of accommodating the maximum number of Fellows may lead to an offer of fewer months than originally requested. Fellows may be in residence at any time during the fourteen-month window between June 1 of the year in which the Fellowship is awarded and August 1 of the year following. Stipends will be paid monthly by the Library of Congress, by means of electronic transfer to a U.S. bank account. (msw)
