There were no parishes founded between 1930 and 1940.

This is the age of the Great Depression. The pause in the founding of parishes after the constant growth of the '20s demonstrates that it takes more than population to get a parish founded, it also takes significant resources. Not only does the land need buying and the church built, but a new priest and rectory need to be supported.
