Carpenter Library B21This inaugural lecture for “Latino Heritage Month” relates Puerto Rico’s political status as a “Free Associated State” (Estado Libre Asociado) with the emergence of contemporary understandings of U.S.“states of exception” that suspend the rule of law for the ostensible greater good of democratic governance. The lecture seeks to demonstrate how the discourses of law, science, and elite governance in Puerto Rico created the first territory in the Americas to achieve a middle class without a revolution, and the costs associated with this social experiment in empire building and population management.
