Joachim Wintzer

Dr. Joachim Wintzer studied history, political science, and law at the University of Bonn and earned his Ph.D. in History (summa cum laude) from the University of Heidelberg, Germany. From 1999 to 2000, he worked at the Institute for Contemporary History in Bonn on the Foreign Policy Files of the Federal Republic of Germany. From 2000 to 2024, he worked at the Commission for the History of Parliamentarism and Political Parties (KGParl) in Bonn, and from 2005 to 2024 in Berlin. KGParl is a research institute financed by the German Bundestag.

Dr. Wintzer's research focuses on the history of the German parliament and political parties, German foreign policy, European integration, and international relations. He is the author of Deutschland und der Völkerbund, 1918–1926 (Germany and the League of Nations, 2006). In addition to numerous articles and conference presentations, he has edited several volumes of the minutes of the Bundestag's Foreign Affairs Committee as well as the minutes of the CDU/CSU parliamentary group in the Bundestag.

Since December 2024, he has been a research associate in the Department of Political Science at Bryn Mawr College. Starting in September 2026, he will serve as Visiting Assistant Professor. He will teach a course on the Cold War as well as German language courses for newcomers. He has also given guest lectures on German federal elections, Austria's political system and political culture, and on the GDR and Eastern Europe during the Cold War.
